The aim and objective of Model Day Care Centre is to provide day care facilities such as indoor & outdoor play activities, recognition of pre-educational activities i.e. Numbers, Alphabets, Swar-Vyanjan, Rhymes, Stories etc. through projector, all weather living facilities with natural day light, much more activities with educational toys, Mid Day Meal, child friendly washrooms, other child friendly facilities & activities between 9 am to 5 pm at Bal Bhawan, Karnal to the children of age group between 6 months to 6 years of working mothers and other needy one. At present, there is a capacity of 25 children in the Model day Care Centre. In which 20% seats reserved for the Children belongs to BPL Families and rest of seats are paid with nominal welfare fund of Rs. 300/- per month. Ten percent students related to BPL/Economically Weaker Sections Families are taking admission free of cost.
Haryana State Council for Child Welfare is a State Nodal Agency for adoption process for the cases of Haryana State through Central Adoption Resource Authority (CARA) which is a statutory body of Ministry of Women and Child Development Authority of India. All District Councils as a branch of Haryana State Council for Child Welfare have adoption window at Bal Bhawan at each District Head Quarter of Haryana State as a helping hand of adoptive parents. • Adoption means a legal process that allowed someone to become the parent of a child, even though the parent and child are not related by blood. But in every other way, adoptive parents are the child’s parents.
District Council for Child Welfare, Karnal is running a Family Counseling Centre at Mahila Thana, Karnal since 1994 and solved 4,980 cases of Women’s disputes related to their families. This Centre is very helpful for the Women in their domestic violence issues as well as other family issues. There is well expert Counseling given to women by expert counselors in this centre.
District Council for Child Welfare, Karnal is running All Weather Digital Library at Bal Bhawan, Karnal. In which, competitive environment is provided to the readers for their competitive examinations preparation by way of providing them kindles for Digital Contents, Number of NCERT Books, different magazines, newspapers and other necessary books as well as all types of cooling/ warm weather. During the last financial year 2019-20, 27 students/ readers got selected in various Government Jobs with the help of this library’s seating for their competitive studies. Nominal Monthly Membership Fee is Rs. 150/- per month and Annual Membership Fee is Rs. 200/- with a security money of Rs. 300/-. Ten percent students related to BPL/Economically Weaker Sections Families are taking Monthly Membership free of cost.

There is facility of Six Month Diploma Course and One Year Certificate Course in Computer Application in these centers. Any student can take admission in the Computer Training Center, Karnal in a Monthly Fee of Rs. 300/- per month with a registration fee of Rs. 100/-. Any student can take admission in the Computer Training Center, Assandh in a Monthly Fee of Rs. 500/- per month with a registration fee of Rs. 200/-. Ten percent students related to BPL/Economically Weaker Sections Families are taking training free of cost.

In which, different level of skills activities are providing to the children such as various Art & Craft Activities- Painting, Card Making, Paper Craft, Water Color, Celegraphy, Rangoli, Best out of Waste, Mandala Art & 3D Thermocol Model Making;Yoga, Meditation & Surya Namaskar; Marshal Arts; Aerobics; Dance Classes; various Home Science Activities- Cutting Tailoring, Fashion Designing-Fabric Painting, Beauty Care, Cooking; Personality Development Classes such as English Grammer and Vocabulary, Soft Skills-English Comunication, Computing Skill, Value Inculcuation and Moral Values, Positive Parenting, Carrier Counseling, Child Counseling & Diet Plan Sessions. Every Year, Children from Economically Backward Sections and Student from Government School took benefit of Summer Vacation Activities/Skills free of cost.
Haryana State Council for Child Welfare, Chandigarh through its District Councils organized National Painting Competition every year at different levels i.e. District Level, State Level and National Level under the banner of ICCW, New Delhi. During the Year 2019-20, 3000 Students took Part in this Competition at District Level. 5 Students of District Karnal got selected at National Level and they received their Award Money, Citation & Certificate from The Hon’ble President of Government of India.
Haryana State Council for Child Welfare, Chandigarh through its District Councils organized Children’s Day Competitions every year in the month of October & November at different levels i.e. District Level, Zonal Level and State Level. During the year 2019-20, 5000 Students of District Karnal from Government & Private Schools took part in 25 different Competitions in different Groups such as Dance, Singing, Mono Acting, Declamation, Mimicry, Poetry, Fancy Dress, Baby Show, Poster Making, Card Making, Quiz, Thali-Diya Decoration etc at District and Zonal Level Competitions. At State Level, There was a great organization of Competitions at Kingdom of Dreams, Gurugram. In which, 2200 Winner Students from all Districts of Haryana State took part in these Competitions.
Haryana State Council for Child Welfare, Chandigarh through its District Councils celebrates Children’s Day every year on 14th November on the occasion of Birthday of Chacha Nehru at Districts’ Level and State Level. Besides Districts’ Level Celebrations, State Level Celebration was a Great and Unique Celebration in the history of Council first time as Children’s Day Celebration was organized at Kingdom of Dreams with 3,00,000 children of Haryana State with an aim to take part by rural as well as economically backward sections’ children free of cost at that place which is impossible and a dream for them in their whole life.
Haryana State Council for Child Welfare through its District Councils is a helping hand to the Martyrs Families by way of offering Sponsorship Programme to their Children for their educations upto 18 years of their age. The State Council had been helped 52 children of Kargil Martyrs till date.
